That's a strange way to think about it. Customer harassment is obviously a separate matter, but this is just a customer's request, so it's fine to say it. You should say it. And if saying it throws the operation into chaos, then thinking about the staff and doing something about it is the owner's job.

If you say that, check-in time gets later. The cleaning can't get sloppy either, and while we're at it, no more guests who turn up before check-in and say "let me into the room already."
そう言う事言うならチェックイン時間遅くなるよ。清掃が雑になる訳にもいかないし、チェックイン時間前に来て「早く部屋に入れろ」っていう客もなしにしてくれ。
I worked part-time at a tourist hotel, and we cleaned in a rush from 10:00 to 14:30. The early ones arrive while we're still clearing up the last room. And it was unpaid early starts and unpaid overtime 😂

From the point of view of someone who has worked at an inn, even with 10:00, if you do the clearing up, the cleaning and the setup for the next booking in every room, it takes until 12:00 in the quiet season and close to 1:30 in the busy season. Check-in starts at 15:00, so you can't shift it.

I run a minshuku. After the guests leave at 10:00 we finish the cleaning and the laundry, then rush around with the yukata sets and the food shopping for the next guests. And at 15:00 the guests arrive again... We're out in the countryside, so the shopping run is a 40-minute drive each way... I'd love to let people take their time, but the back of house is so busy we can barely manage our own meals.
