"Everyone Eats Here at 8%, It's Fine": Can You Eat Inside a Convenience Store in Japan, and What Is the Eat-In Tax?
By Rakutaro · Tokyo, Japan

Yes, where the store has an eat-in counter, and the only catch is a tax rule that a 2023 Japanese thread shows barely anyone uses. The video, on "eat-in tax dodging", the 2% you skip by buying food to take away and then eating it at the counter anyway, drew 553 comments, and the two biggest, on 4,381 and 3,207 likes, are not about the money at all: one says doing the right thing leaves your mind calm, and the other says the real rule is not to appoint yourself the tax police. Underneath, the people who work the registers describe a rule that has quietly gone unenforced, and a comment on 183 likes explains why it is not even dodging in most cases.
These comments are from a video published in 2023. Prices, rules and crowds may have moved since; anything we checked ourselves is marked with a source.

What Japanese people do instead
The tax is decided by your intention at the time of purchase, so if you change your mind after buying and eat it at the eat-in counter, there's no problem.
— @omiyach183 likesTrue, declaring it properly is probably the safer option.

FAQ
- Can you eat inside a Japanese convenience store?
- Yes, at the branches that have an eat-in counter, and nobody will stop you. Not every branch has one, and where it exists it may be upstairs rather than beside the register, as one commenter found out after saying "eat-in, please" at the till.
- What is the convenience store eat-in tax in Japan?
- Food to take away is taxed at 8% and food eaten in the store at 10%, under the reduced rate system in force since 2019. The rate is decided by what you intend at the moment of purchase, and the tax office allows stores to confirm that intent with a sign by the register rather than asking every customer.

- Do Japanese people actually declare that they are eating in?
- Almost never, according to the people ringing up the purchases. Three commenters who work or worked at convenience stores say declarations are extremely rare, that only regulars do it, and in one case that a single customer ever did. Another was told by a clerk that everyone eats there at 8% and it was fine.
- Should a tourist declare eat-in at the register?
- If you know when you buy that you will sit down, saying so is the clean answer, and the thread's most-liked comment (4,381 likes) is about that peace of mind rather than the money. Expect the staff to double-check that you really want to pay more. If you only decide after paying, a comment on 183 likes notes the rate was already fixed by your intent at purchase.

The government that made this so convoluted in the first place is the one at fault.
I mean, a self-declared tax is strange to begin with. This is an era where being honest puts you at a loss, in this country…
Anyone who holds their head in their hands over something that small must be a seriously good person.

"Don't become a justice man." This one really matters. I am me, other people are other people. Keep that firmly in mind.

I understand the irritation of seeing someone skip the thing you're doing properly.
Having to charge the person who honestly declared eat-in an extra 2% is genuinely dispiriting, even from behind the register.
I work part-time at a convenience store, and people who declare that they're using the eat-in area are extremely rare.

I work part-time at a convenience store and everyone just uses it lol The ones who declare are the regulars 😅

I used to work at a convenience store, and only one person ever declared it themselves.

I do declare it when I use the eat-in area, and at every store they ask me "it will cost more, are you really sure?"
I declared eat-in once and an older woman said "thank you for declaring it properly" and rang it up at 8%.

Even when I declare it honestly, there are plenty of times it gets rung up at 8% anyway.
Last year I told a clerk "eat-in, please" and got a look like "huh?", then "the eat-in area is on the second floor."
When the tax rate changed they used to ask you something like "eat-in?" at convenience stores and the like, but lately nobody asks… Watching this video reminded me of it.

Government: "Ahem, we will consider dropping all of this complexity and going to a flat 8%."
The other day I was a bit tired and wanted to rest at the eat-in counter, so before buying my café au lait I properly said "eat-in" and had exactly that much money in my hand, and somehow it rang up at the 8% price. I felt the universe.
