By Rakutaro · Tokyo, Japan

Yes, as long as you can still hear the road: Japan's national police rulebook says one earbud, or open-ear and bone-conduction headphones, are not a violation while you can hear the sounds you need to ride safely, and the commenter who quoted it drew 314 likes. Under a 4,833-comment explainer on the bicycle ticket system that started in April 2026, the most-liked word on earphones (759 likes) files them with phones and riding the wrong way as rules that make sense, and groans only at the sidewalk ban. One rider who often listens to voice directions was relieved; two others had heard the same one-ear answer from police officers. One commenter wondered whether it just hands riders an excuse, and a couple describe how they already ride.

“Riding the wrong way: fair enough. Earphones, phones: fair enough. Running red lights: fair enough. Riding on the sidewalk: oh, give me a break...”

  • Earphones and phones I get, but the sidewalk rule is way too harsh when the roads aren't even set up for it.

  • They don't need to crack down on anything except reckless riding, riding the wrong way, riding with earphones and running red lights.

  • So one earbud is fine. Earphones don't mean music for me, I often listen to voice directions, so that's a relief.

  • Years ago a police officer told me, "Maybe I shouldn't really say this, but the police wear wireless earpieces too, so one ear is fine." But every video covering this just said "earphones are banned," so it had been bugging me. This helps.

  • I asked a motorcycle cop directly and they said one ear is fine.

  • What about earbuds with an ambient sound mode, are both ears OK then??

  • At 12:00: so with one earbud, even if you get caught you can go, "Uh, it's only one side, so that's fine, right?" Is that the idea?

  • I obviously don't ride while using my phone or with earphones, and I give pedestrians priority on the sidewalk, so none of this is a problem for me at all.

What Japanese people do instead

  • On earphones, pages 48 to 49 of the bicycle rulebook say: "However, when an earphone is worn in one ear only, or with earphones such as open-ear or bone-conduction types that do not fully cover the user's ears when worn, it is not a violation as long as the sounds or voices needed for safe driving can be heard." Until now the one-ear rule differed by region, so this is the big boss, the National Police Agency, spelling it out.

  • Thanks as always, Yamada-san! I ride my bike with earphones in too, but I've kept it to one ear. Thank you for telling us what the rulebook actually says!

FAQ

Can you wear earphones while cycling in Japan?
Yes, within limits. The National Police Agency's bicycle rulebook says one earbud, or open-ear and bone-conduction headphones that don't fully cover your ears, are not a violation as long as you can still hear the sounds and voices you need to ride safely. Riding with both ears sealed so you can't hear traffic is what gets ticketed.

How much is the fine for cycling with earphones in Japan?
¥5,000. Since April 1, 2026 police can give cyclists aged 16 and over an on-the-spot blue ticket, and riding with earphones that stop you hearing your surroundings is in the ¥5,000 band, the same as riding without lights or holding an umbrella. Phone use while riding is higher, at ¥12,000.

Do Japanese cyclists think the earphone rule is fair?
Mostly, yes. Earphones are one of the few rules commenters don't fight: one (20 likes) says police should only chase reckless riding, wrong-way riding, earphones and red lights, and another (17 likes) says they never ride with earphones anyway. The anger in the thread is about being pushed off the sidewalk onto narrow roads, not about earphones.
